Competition
After the test during Open Club Competitions in the Netherlands, the first World Indoor Championships is organized in Getxo, Spain.
 
Officials
Mr. George Hutton retires after 31 years in the TWIF Executive Committee.
 
IOC Recognition
The IOC requires additional information and advises that in cases that information can not be provided to withdraw the application to avoid a future delay. President Koren could not obtain the required details from national associations on short notice and advised the IOC that the TWIF application was withdrawn for 1991 and new application would be send. On 27 December 1991, President Koren sends a new application to the IOC with all required information including a video tape on tug of war.
Development
President Koren introduced the first version of a computerized competition programme. The programme produces draw sheets to register the results and print result books after scores have been entered. The first Policy Plan (a structured long-term planning method) is accepted (1991-1995) outlining the priorities for the coming five years period.
